The Ministry of Education and Training is tasked with leading and coordinating with relevant ministries and agencies to evaluate the proposal for establishing the university.
According to Government Decree 125 on investment and operational conditions in education, establishing a new university must align with the higher education network plan. It also requires approval from the provincial or city People's Committee where it will be located and a minimum construction area of 5 hectares.
For a private university, the project must have a minimum investment capital of 1,000 billion VND, excluding the value of the land.
The process for establishing a university involves two steps: policy approval and licensing, both decided by the Prime Minister.
The country currently has about 240 universities, with roughly one-third concentrated in Ho Chi Minh City. Most universities are managed by ministries and sectors; only three are directly under the city People's Committee: Sai Gon University, Pham Ngoc Thach University of Medicine, and Thu Dau Mot University.
