Prime Minister Pham Minh Chinh met with 60 exemplary teachers on the afternoon of 15/11, representing 1,6 million educators across the country.
Marking Vietnamese teachers' day on 20/11, the prime minister expressed gratitude to generations of teachers dedicated to nurturing future generations. He emphasized that the Party and State consistently view education and training as a top national policy, forming the foundation for individual character and capability.
"Human resources are the most important factor determining the success of revolutions and national development. Investing in people is the most important investment for development, as people determine everything," he stated.
The Politburo has issued several resolutions, including Resolution 71 on breakthroughs in education and training. The prime minister highlighted this as a critical time to prioritize all resources, mechanisms, and policies to achieve educational breakthroughs, forming the most important foundation for national development.

Therefore, he urged the education sector and relevant ministries to undertake several key tasks.
First, effectively implement the Party's and State's policies and laws on education and training. This includes reviewing, amending, and supplementing mechanisms and policies to enhance state management efficiency in education, and effectively implementing the Law on Teachers.
Next, the sector needs to focus on improving the quality of education at all levels, particularly higher education, emphasizing substance and depth. It also involves creating a favorable environment to attract investment, ensuring fairness and equality between public and private sectors.
For general education, the prime minister requested a continued review and planning of the school network. He also called for the effective implementation of policies for tuition exemption and support for preschool children and general education students. Specifically, the sector and localities must complete the groundbreaking of 100 schools this year, with plans for them to be operational by 8/2026.
The prime minister also underscored the importance of remuneration policies for teachers, in line with the spirit of Resolution 71. The Ministry of Education and Training, in collaboration with the Ministry of Home Affairs and other relevant agencies, is tasked with researching, developing, and issuing policies to ensure teachers receive salaries commensurate with their efforts. This is particularly vital for preschool teachers, those working in remote or difficult areas, and educators teaching demanding or hazardous subjects.
Regarding recruitment, the sector must restructure the teacher workforce according to assigned quotas, quickly addressing localized surpluses and shortages. The goal is to ensure a rational distribution, following the principle: "where there are students, there are teachers."
Additionally, the prime minister urged intensified efforts to prevent and combat school violence, protecting both teachers and students. This includes preventing crime and social evils within educational environments. The sector must decisively rectify negative behaviors, maintain a respectful environment between teachers and students, and uphold the motto "teachers act as teachers, students act as students" in terms of ethics, character, and knowledge.
The prime minister assigned the Ministry of Education and Training to research specific regulations for managing student internet use. These regulations aim to enable students to access global knowledge and foster intelligence and creativity while ensuring healthy usage that aligns with Vietnamese culture.

Prime Minister Pham Minh Chinh emphasized that achieving excellent students requires good teachers. The success of education is not merely about imparting vast knowledge or producing skilled experts, but about inspiring passion and aspiration in the younger generation. It involves instilling ideals, ethics, and the cultural essence of the nation and humanity.
He expressed confidence in the teaching force to uphold their responsibility and dedication, overcome challenges, and continue their noble mission of "teaching literacy and nurturing character." This, he believes, will significantly contribute to guiding the nation into an era of strong, civilized, and prosperous development, steadily advancing towards socialism.
