Khoan, a civil servant with the Vietnam Fatherland Front Committee (VFFC) of Phan Son commune, was arrested by Lam Dong Provincial Police on the afternoon of 5/12 for abusing his position and power to appropriate assets.

Earlier, on 6/11, the Lam Dong Provincial Vietnam Fatherland Front Committee (VFFC) transferred 550 million dong into the relief fund account of the Phan Son commune VFFC. This transfer was intended to help the locality recover from and address damages caused by floods in 2025.

Khoan took advantage of his assignment by the chairman of the commune VFFC to coordinate with the accountant in withdrawing the funds for flood victims. He unilaterally withdrew 550 million dong, using it to pay off debts, invest in cryptocurrency, and for personal expenses.

The incident was discovered during a review and cross-referencing of budget management information for the local relief fund account.
