Quang Ninh Provincial Police Investigation Agency has temporarily detained Tran Thi Thuy Linh, 38, branch manager of HDBank Uong Bi. She is being investigated for fraud and property appropriation. The alleged incident occurred in 4/2025.

According to the investigation, in 4/2025, a customer contacted Linh to process a secured loan. At that time, Linh was heavily indebted to several individuals, which led her to devise a scheme to embezzle the funds. She prepared the loan application, had the customer sign the necessary paperwork, but then unilaterally added a third-party bank account to the disbursement section. This allowed her to appropriate 950 million dong for her personal use.
