On the afternoon of 21/11, Hoang Thanh Quynh and two companions discovered three 5-seater cars, parked in an alley on Ngu Hai street in Thanh Vinh ward, had been vandalized. The vehicles' windows and rearview mirrors were spray-painted after the group left a coffee shop. Thanh Vinh ward was formerly part of Vinh City.
The three cars were sprayed with white paint, leaving circular marks on the right windows of both the front and rear doors. Thanh Vinh Ward Police received a report of the incident.

Quynh stated that she arrived at the coffee shop at 9:30 h. Unable to find a parking spot, she drove her car into an alley several tens of meters away. However, a woman approached her, protesting and saying that parking was not allowed there. Quynh explained that she was busy and asked for understanding.
"I promised to leave immediately after finishing my errands," Quynh said, "but she firmly refused to allow parking, warning me to 'park there and don't blame anyone'." Quynh added that the alley was wide enough for two car lanes and her parking spot did not block anyone's house.

A short while later, a friend arrived at the coffee shop, parking her car behind Quynh's vehicle, and was also confronted by the same woman. The friend pleaded for understanding, explaining there was no more convenient parking available. According to Quynh, the area had no signs prohibiting stopping or parking, and the parked cars did not obstruct traffic.
Thanh Vinh Ward Police reported that there were no security cameras at the incident site. The unit is deploying officers to the surrounding area to review camera footage, aiming to identify the perpetrator of the spray-painting incident and determine appropriate action.
