The Secretariat's personnel decision was announced on the afternoon of November 17 at the Dong Thap provincial party committee. Pham Thanh Ngai is nominated to be elected as chairman of the provincial people's committee for the 2021-2026 term, replacing Tran Tri Quang, who was transferred to serve as deputy secretary of the Vinh Long provincial party committee.

Pham Thanh Ngai, 54 years old, hails from Ca Mau province. He holds a master's degree in economic law and has served in various capacities, including: chief of the provincial party committee office, secretary of Nam Can district party committee, secretary of Ca Mau city party committee, standing deputy secretary of the provincial party committee, and chairman of Ca Mau provincial people's committee.
Ngai's transfer implements a policy by the Politburo and the Secretariat regarding the assignment of all provincial and city chairmen who are not local residents.
Following a merger with Tien Giang, Dong Thap spans 6,000 square kilometers and has a population of over 4.2 million. During the previous term, the province met or exceeded 17 out of 23 resolution targets. The average GRDP growth over five years reached 5.51%, while the estimated average per capita income reached 85.5 million dong. Budget revenue increased by an average of over 2% annually, and the province's competitiveness ranks among the highest nationwide.
For the new term, Dong Thap aims for an average economic growth of 9% over five years. It also targets per capita income reaching 115-120 million dong and eliminating all poor households by 2030.
