Can Tho's ODA Project Management Board, the proposing entity, has highlighted severe and frequent flooding in several areas, including Binh Thuy, Long Tuyen, and Thoi An Dong wards. These areas often experience inundation depths of 0,4-1 meter during floods combined with high tides and heavy rains, disrupting traffic and daily activities.
The proposed project comprises three components. Component one, valued at nearly 3,500 billion VND, focuses on constructing an approximately 9 km long embankment system, a sluice gate-boat lock, and a pumping station in Binh Thuy. It also includes nearly 20 tide control sluice gates and a drainage system with roads behind the embankments. Additionally, this component will rehabilitate Ninh Kieu canals and ditches and install artistic lighting along the Can Tho River.

Component two, nearly 4,000 billion VND, will develop climate change adaptive transportation infrastructure. This includes extending Tran Hoang Na Street by 4,5 km to connect with National Highway 91B, and constructing Xom Chai Bridge across the Can Tho River to link Ninh Kieu and Hung Phu. Component three involves investing nearly 400 billion VND to build a 25 ha resettlement area with 1,000 plots. The overall project contingency fund is approximately 1,200 billion VND.
Upon completion, the project is expected to increase the flood-free urban core area to approximately 5,500 hectares, representing nearly 30% of the inner-city flood control master plan.

Previously, from 2016-2024, the city invested over 10,000 billion VND in river embankments, sluice gate-boat locks, regulating lakes, pumping stations, and various roads. These efforts helped control flooding for nearly 2,700 hectares in central Ninh Kieu and parts of Binh Thuy.
Can Tho, after its merger with Hau Giang and Soc Trang, spans 6,360 km2 and has a population of approximately 4,2 million people. It serves as the economic and cultural hub of the Mekong Delta and is a significant trade gateway for the region.
