The Secretariat's decision was announced on the afternoon of 17/11 at the Vinh Long Provincial Party Committee. Tran Tri Quang was nominated for election as chairman of the Provincial People's Committee, replacing Lu Quang Ngoi. Ngoi had been appointed deputy secretary of the Ca Mau Provincial Party Committee and subsequently elected chairman of that province.
Quang, 48, originally from Cao Lanh city, Dong Thap province (old), holds a master's degree in civil engineering specializing in transport infrastructure. His career includes roles such as: official at the Dong Thap Department of Transport, vice chairman of the Sa Dec City People's Committee, deputy director then director of the Department of Transport, secretary of the Cao Lanh City Party Committee, vice chairman of the People's Committee, acting chairman, and chairman of Dong Thap province.

In July, when Dong Thap province merged with Tien Giang, Quang was appointed by the Prime Minister as chairman of the new Dong Thap Provincial People's Committee, a position he held until now.
Following its merger with Ben Tre and Tra Vinh, the new Vinh Long province spans 6,263 km2 with a population exceeding 3,3 million (ranking fifth and third, respectively, in the Western region). It comprises 124 communes and wards.
The province's economic growth during the 2020-2025 period averaged 5,58%. By 2025, the economic scale is projected to exceed 288,000 billion VND, with per capita income over 85 million VND. The locality aims to become a rapidly and sustainably developing province in the next term, serving as a maritime economic and renewable energy production center for the Mekong Delta.
Quang's transfer is part of a policy by the Politburo and the Secretariat. This policy dictates that all provincial chairmen should not be from the local area.
