Ca Ty, a resident on the third floor, recounted hearing shouts and a pungent smell, prompting her to open her door and flee. "The smoke was dense, and the burning smell was overwhelming; I only had time to run straight down with another person from the fourth floor," she stated. Some residents attempted to help with mini fire extinguishers, but their efforts proved ineffective.
The Khanh Hoa Police Fire Prevention and Rescue Department dispatched 5 fire trucks and 35 officers to the scene. Firefighters strategically sprayed water from multiple directions and utilized ladders to access the blaze from above, preventing it from spreading to adjacent properties.

The fire was brought under control approximately 30 minutes later. A 25-year-old female victim, originally from Hoa Tri commune, was rescued promptly and rushed to the emergency room with burns scattered across her body.
The three upper floors of the house were completely destroyed, with many residents' belongings consumed by the flames. Fortunately, the ground floor business area remained unaffected.

According to witnesses, the house is situated in a densely populated residential area near Dam Market. The ground floor was rented out as a commercial space, while the three upper floors were divided into 3-4 rental rooms each, approximately 10 m2 in size, with a monthly rent of about one million VND.
