On the morning of 19/11, heavy rain and rising levels of the Ha Thanh river caused deep flooding in Quy Nhon, forcing many residents to climb onto rooftops to call for help. Most wards and communes were submerged under one to three meters of water; Quy Nhon ward in the city center experienced less severe flooding but was still deep enough to cover car wheels.

In Quy Nhon Bac ward, water levels nearly reached rooftops, causing residents to lose sleep overnight. "As morning approached, the water rose higher. My family evacuated the young children yesterday. Three adults are currently on the mezzanine, hoping rescue forces can extract them from the flooded area today," said Ms. Phuong Thanh.

At 4h today, Ms. Bao Vy's house, near Nguyen Khuyen school, was more than half submerged. Water is currently near the rooftop, forcing the homeowner to seek help from rescue teams via social media groups.

Mr. Lam Tue, whose house is near the old Hiep Hoa gas station in Nhon Binh, stated that his home, where his elderly mother and two young children reside, had its first-floor beds, mats, tables, and chairs submerged by the rising floodwaters. His family moved some electronic items to the mezzanine. The entire family is currently waiting on the mezzanine and stairs for rescue forces to arrive.

At the Ecohome Nhon Binh apartment complex in Quy Nhon Dong ward, water surged into the basement, causing many motorbikes to fall over. Some automobiles were moved to higher ground in time to avoid the flood.
Pham Anh Tuan, Chairman of the Gia Lai Provincial People's Committee, directed forces to deploy boats and canoes to evacuate residents from dangerous areas. The Binh Dinh SOS team and independent rescue groups are also sending boats into deeply flooded homes to reach residents.

In Nha Trang, residential areas in Tay Nha Trang ward remained submerged in floodwaters on the morning of 19/11. This area is among the most severely affected by flooding in Khanh Hoa province's central wards.
Two days prior, widespread heavy rain and rising floodwaters caused many areas in central Nha Trang to be submerged by up to a meter of water.
Road 23/10, a vital artery and the western gateway to Nha Trang, was submerged in water, paralyzing traffic. Concurrently, on Vo Nguyen Giap street (right corner) in Nam Nha Trang ward, water rose more than half a meter, prompting authorities to string up warning ropes.

The Cai river, specifically the section passing through Dua bridge in Tay Nha Trang ward, rose rapidly, overflowing into homes and causing approximately half a meter of flooding.

In the residential area of Nam Nha Trang ward, flooding also reached depths of half a meter to one meter. Ms. Hoa (in the red shirt) stated that this area frequently floods during the rainy season; however, the current water level, exceeding one meter, has completely damaged her vegetable garden.
