General secretary and president requests control over study costs

General Secretary and President To Lam has called for stricter control over study costs, transparent financial disclosures, severe penalties for forced extra classes, and a reduction in exam pressure, aiming to ease the burden on parents and students.

The Central Party Office announced on 24/6 the conclusions of General Secretary and President To Lam regarding preparations for the 2026-2027 academic year. These directives stem from a working session addressing the implementation of the Political Bureau's Resolution 71, which focuses on breakthrough developments in education and training.

According to the conclusions, the Ministry of Education and Training (MOET) and provincial People's Committees must control study costs. They are tasked with rectifying negative practices in extra classes and the 'achievement disease' (a term for excessive focus on academic results at the expense of genuine learning). Educational institutions must disclose all revenues and expenditures, avoiding the misuse of educational socialization to increase parent contributions or to substitute for the State budget's responsibilities.

General Secretary and President To Lam called for strict measures against forced or suggested extra classes and any actions that pressure students and parents. Furthermore, the education sector must improve the quality of regular class hours, reduce exam pressure, ensure transparency in admissions, adjust curricula to be relevant, and enhance teacher motivation.

The head of the Party and the State also mandated that all school arrangement plans undergo a comprehensive evaluation of geographical conditions, transportation, student numbers, teaching staff, and educational quality. This includes reviewing teacher and classroom quotas to suit various regions, whether urban, industrial, or rural. The construction of inter-level boarding schools in border communes must proceed on schedule, avoiding waste. The conclusion emphasized, "We are determined to ensure that no student is deprived of schooling due to difficult circumstances."

To prepare for the new academic year, the General Secretary and President assigned MOET to finalize a report to competent authorities on the teacher salary policy reform project. This initiative aims to rank teacher salaries among the highest in the career pay scale. Additionally, special mechanisms will be developed to attract top experts and leading scientists to participate in teaching and research, while also encouraging skilled teachers to work in disadvantaged areas.

The conclusions also called for an early proposal on staffing plans and policies for the education sector. This includes ending localized teacher surpluses and shortages, adhering to the principle of "where there are students, there are teachers." Research will explore flexible staffing mechanisms, reducing administrative staff while increasing direct teaching personnel. The education sector must innovate governance, promote digital transformation, develop vocational and higher education, ensure equitable access to education, and mobilize the entire political system to participate in education and training development.
