On the morning of 24/11, at the Party Central Committee headquarters, the Secretariat organized a national conference to review inspection, supervision, and discipline work for 2025 and the 13th Party Congress term. Before commencing, the conference dedicated a minute of silence to commemorate compatriots who died due to floods and storms, and collected donations to support residents in heavily affected provinces.
Speaking at the conference, the General Secretary stated that the 13th Party Congress term unfolded amid rapid, complex, and unprecedented changes globally and regionally. Despite this, the Party maintained its resolve, unity, overcame challenges, and led the nation through significant difficulties, achieving many important results. This period also saw the Party introduce many breakthrough strategic decisions, initiating a new phase in the development process.

The General Secretary emphasized that a consistent lesson throughout the term is that the more difficulties encountered, the better the Party building and rectification work must be. He acknowledged the efforts of Party committees and inspection committees at all levels in carrying out a substantial volume of work, but noted several limitations: regular supervision remained weak; many prolonged violations were detected slowly; and the capacity of some inspection officials had not yet met new requirements.
Moving forward, the General Secretary called for improving the quality and effectiveness of inspection and supervision work at all levels, especially at the communal level. The Central Inspection Committee was tasked with proposing that the Central Committee issue a new resolution on inspection work after the 14th Party Congress.
He urged a strong shift from inspection for handling violations to supervision for prevention; and to supervise the implementation of major Party policies from the outset to ensure serious and effective execution. Inspection agencies must promptly detect and address Party organizations and members who show ideological and moral degradation, violate Party principles, engage in corruption, waste, or group interests; while resolutely protecting those who dare to think and act for the common good.

The General Secretary stressed that inspection officials must possess true courage, integrity, and professional expertise; be able to analyze, forecast, detect issues early, while listening to practical situations and handling matters objectively and according to principles. “This work demands immense integrity and courage, so each official must regularly self-train, uphold ethics, and maintain an impartial, cautious, and decisive working style,” he said, calling for increased application of technology, data-driven inspection, and data-driven supervision.
According to the report, during the 13th Party Congress term, inspection agencies concluded that 545 Party organizations and 4,213 Party members committed violations; leading to disciplinary action against 231 Party organizations and 2,885 Party members. Specifically, the Central Inspection Committee inspected and supervised 145 officials under the management of the Politburo and the Secretariat, disciplining 10 individuals.
