The Ho Chi Minh City People's Council approved the investment policy for the two projects at a specialized session on the morning of 14/11.
Specifically, the Rach Ba Lon dredging, environmental improvement, and urban redevelopment project, spanning 7,4 km through Binh Dong ward (formerly District 8) and Binh Hung commune (formerly Binh Chanh District), has a total investment of over 9,200 billion VND and will be implemented during the 2025-2030 period.
Rach Ba Lon drains a basin covering 920 ha, connecting Doi Canal and Rach Ba Lao. However, it is currently silted up with restricted flow, causing frequent flooding in the area during heavy rains.

The entire canal will be dredged, and nearly 10 km of erosion-prevention embankments will be constructed. This will be combined with the relocation of houses along and over the canal for urban redevelopment. The road along Binh Dong ward will be widened to 12-18 m, spanning 620 m, connecting Ta Quang Buu street and synchronizing with the upcoming Ta Quang Buu bridge-road project.
The project also includes constructing Ba Lon 2 bridge, 58 m long and 40 m wide, spanning National Highway 50, to improve water flow and complete the southern transportation axis.
The environmental improvement and drainage axis redevelopment project for Rach Ong Be and its tributaries has a total capital of over 7,780 billion VND, located in Chanh Hung ward (formerly District 8) and Binh Hung commune. The main route, over 4,3 km long, connects Doi Canal with Ong Lon River, responsible for draining a 470 ha basin and supporting the central area's drainage system.
The city will dredge the entire route, construct nearly 4,6 km of embankments, and build new roads on both sides of the canal, 2,43 km long and 12-16 m wide, including sidewalks, railings, greenery, lighting, and landing docks. This project will be implemented during the 2025-2030 period.
At the same session, the People's Council also approved the investment policy for upgrading Road 991, specifically the section from National Highway 51 to Ring Road 4, with a total capital of over 8,330 billion VND. Of this, nearly 5,000 billion VND is allocated for compensation and site clearance.
The route, over 10 km long, passes through Phu My (formerly Ba Ria - Vung Tau) and comprises two sections: 3,13 km from National Highway 51 to the expressway intersection area; and the remaining nearly 7 km to the Ring Road 4 connection point. The project is designed for a speed of 80 km/h, with a width of 57 m, featuring 4 lanes, two parallel roads, sidewalks on both sides, and a grade-separated roundabout interchange including a flyover and an underpass.
Upon completion, Road 991 will enhance connectivity to the Cai Mep - Thi Vai port complex and strategic routes like the Bien Hoa - Vung Tau expressway and Ring Road 4, contributing to the completion of the regional transportation network.
