On the afternoon of 28/11, at a Hanoi Party Committee conference, Party Committee Secretary Nguyen Duy Ngoc announced that the Politburo had decided to relieve Nguyen Duc Trung from the Executive Committee, the Standing Committee, and his positions as Deputy Secretary of the City Party Committee and chairman of the City People's Committee. Mr. Trung was reassigned to serve as Deputy Head of the Central Policy Board.
Nguyen Duc Trung had been elected chairman of the Hanoi People's Committee 15 days prior, succeeding Tran Sy Thanh after Mr. Thanh was elected Head of the 13th Central Inspection Committee.

Nguyen Duc Trung is 51 years old and a native of Thanh Hoa. He holds a master's degree in political economy, and bachelor's degrees in economics and English. He previously served as Deputy Minister of Planning and Investment, chairman of Nghe An Provincial People's Committee, and Secretary of Nghe An Provincial Party Committee.
On 10/11, upon his reassignment to Deputy Secretary of the Hanoi Party Committee, Nguyen Duc Trung affirmed his commitment to working with the leadership team to realize the goal of building a civilized, modern, innovative, and happy capital – "a place worth visiting and living". He promised to stay close to the grassroots, be approachable, respect the people, listen and eagerly learn, transforming pressure into motivation to complete his tasks effectively.
When elected chairman of the Hanoi People's Committee three days later, he outlined five priorities. These aimed to create institutional breakthroughs, viewing them as a foundation for fostering growth driven by science and technology, innovation, and digital transformation. Concurrently, he planned to implement two major master plans to address bottlenecks in traffic, environment, urban order, and flooding.
He also emphasized developing a knowledge-based economy linked to Hanoi's culture and people, promoting green growth, a circular economy, and preserving the cultural values of Thang Long. Additionally, he aimed to build an honest, professional governance model centered on citizens and businesses.
