On the afternoon of 17/11, Nghe An welcomed Vo Trong Hai to its Executive Committee and Standing Committee, completing the procedures for him to assume the role of Deputy Secretary of the Provincial Party Committee. This personnel transfer follows Le Hong Vinh's assignment as Deputy Secretary of Quang Tri Provincial Party Committee.
The current Standing Board of Nghe An Provincial Party Committee includes: Secretary Nguyen Khac Than; Permanent Deputy Secretary and Chairman of the Provincial People's Council Hoang Nghia Hieu; Deputy Secretary Vo Trong Hai; and Deputy Secretary, Chairman of the Provincial Fatherland Front Committee, and Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh.

Vo Trong Hai, 57, hails from Duc Tho commune, Ha Tinh province. He rose through the ranks of the border guard force, having commanded the Ha Tinh Border Guard before transitioning to internal affairs and police work. After serving as Head of the Ha Tinh Provincial Party Committee's Internal Affairs Department, he became Director of Ha Tinh Public Security, then was transferred to become Director of Nghe An Public Security, where he was promoted to Major General. From 4/2021 until recently, he held the position of Chairman of Ha Tinh Provincial People's Committee.
Nghe An province spans 16,490 square kilometers with a population exceeding 3.4 million. In the first 9 months of 2025, local budget revenue reached an estimated 20 trillion dong, representing 113% of the projected target and an increase of nearly 30% compared to the same period in 2024.
For the 2025-2030 period, the province aims to become a moderately developed locality nationwide and a key center in the North Central region for industry, education and training, healthcare, and science and technology. Projected annual gross regional domestic product (GRDP) growth is 9-10%; per capita income is expected to exceed 160 million dong; and the urbanization rate is targeted at 45%. The three strategic breakthroughs include: synchronized infrastructure development, improving human resource quality, and enhancing the investment environment, alongside focusing on digital transformation, green economy, circular economy, and improving residents' living standards.
This key personnel transfer in Nghe An aligns with a directive from the Politburo and the Secretariat, which mandates that provincial and city leadership positions should not be held by local residents. This policy has been systematically implemented since late October.
