Prime Minister Pham Minh Chinh held talks with Algerian Prime Minister Sifi Ghrieb on the morning of 19/11 during his official visit to the North African nation. The two leaders adopted a Joint Declaration to elevate bilateral relations to a Strategic Partnership, according to the Ministry of Foreign Affairs.
Emphasizing the need for the two countries to "unite for strength, cooperate for mutual benefit, and dialogue for trust," Prime Minister Pham Minh Chinh proposed breakthroughs in bilateral relations. He advocated for a shared approach of "listening together, understanding together, trusting together, acting together, and developing together."

The two sides must strengthen political trust, increase delegation exchanges, and prioritize each other in their foreign policies. Algeria will continue to support the Vietnam National Oil and Gas Group (PVN) in expanding its investments and ensuring stable, effective operations, contributing to Algeria's development.
Both nations will boost investment cooperation, open markets for each other's key products, and enhance trade to ensure balanced bilateral interests.
The Prime Minister also asked Algeria to support Vietnamese businesses in digital transformation projects and foster cooperation between enterprises from both countries in telecommunications. Furthermore, both sides will promote defense, security, and agricultural cooperation.
Vietnam and Algeria will organize more cultural and educational exchange activities focusing on historical traditions. These efforts aim to honor previous generations, strengthen friendship and solidarity, and enhance mutual understanding among the youth and people of both countries. The Prime Minister expressed his wish for Algeria to create favorable conditions for the Vietnamese community residing there.
The Prime Minister proposed that both sides actively establish sub-committees for cooperation in science and technology, digital transformation, healthcare, education and training, labor, and other specialized fields. He called for facilitating businesses from both countries to collaborate on important areas through specific, practical, and effective programs and projects. He also hoped Algeria would support Vietnam in promoting cooperation with regional organizations and member states, such as the African Union (AU) and the Arab League.
Regarding the East Sea, Prime Minister Pham Minh Chinh requested Algeria to support ASEAN's stance, advocating for freedom of navigation and overflight in the East Sea. This position is based on respecting the interests of coastal states and aligns with international law, particularly the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982).
The Algerian Prime Minister agreed with Prime Minister Pham Minh Chinh's proposals. He committed to directing relevant Algerian agencies to coordinate closely with Vietnam to effectively implement the agreed commitments and cooperation directions. Following the talks, the two Prime Ministers witnessed the signing of six cooperation documents across various sectors, including economy, science and technology, and education.
