This information was announced on the afternoon of 30/5 at a press conference by the Presidential Office, publicizing the President's 2026 amnesty decision, effective from 1/6.
According to Deputy Minister of Public Security Le Van Tuyen, the review process ensures transparency, publicity, rigor, and accuracy. All eligible inmates were approved by the Amnesty Advisory Council before their names were submitted to the President for the final decision.
This rigorous process also applied to inmates involved in major corruption and economic cases. Deputy Minister Le Van Tuyen stated, "Even though all conditions were met, to ensure objectivity and thoroughness, the Amnesty Advisory Council reported once more to the Central Steering Committee for Anti-Corruption for approval."
He added that among the nearly 10,000 individuals granted amnesty this time, 644 committed crimes infringing upon economic management order, and 63 are foreign nationals.

VND 1,300 billion allocated for community reintegration
General Le Van Tuyen highlighted the special emphasis on community reintegration efforts, which combine local government and grassroots police involvement.
The State implements a policy allowing individuals who have completed their prison sentences to access loans through the Social Policy Bank. According to figures released by the Deputy Minister, more than 15,000 people have accessed this capital source, with total loans exceeding VND 1,300 billion, to invest in production and business development.
Many businesses also recruit former inmates, and some have even established their own production and business facilities, creating stable incomes for themselves and their families.
The State has diligently implemented the Law on Community Reintegration in a transparent manner, recognizing it as a crucial responsibility in the education and rehabilitation of inmates.
These policies not only provide a livelihood for those granted amnesty but also help spread positive examples, motivating others in similar situations to rebuild their lives.
During the 2021-2026 term, the President issued five amnesty decisions, granting early release to 31,319 individuals.
In 2025, two amnesty rounds took place on 30/4 and 2/9, with a total of 22,081 individuals receiving amnesty, marking the largest number to date.
