On the afternoon of 28/5, Linh, 41, residing in Thanh Sen ward, was tried by Ha Tinh Area 1 People's Court on charges of disturbing public order, under Article 318 of the Penal Code.

According to court documents, at approximately 10:20 on 18/2 (the second day of the Lunar New Year), a 29-year-old man was driving a 5-seater car carrying relatives to celebrate Tet. When turning into alley 71, Quang Linh street, Tran Phu ward (formerly part of Ha Tinh City, Ha Tinh province), his car could not proceed because a white car was parked, occupying more than half of the road, which was over 4 meters wide. He got out to find contact information for the car owner but found none, so he honked his horn.
A few minutes later, Linh appeared, identifying himself as the car owner. The man asked Linh to move his car closer to the curb so other vehicles could pass through the alley, but Linh refused, and the two began to argue loudly. Linh then drove another car and intentionally parked it behind the man's car, blocking its movement, disrupting traffic in alley 71, Quang Linh street.
When police arrived, the two parties had not yet reconciled. It was not until 14h the same day that the man was able to drive away.

On 26/2, Linh was prosecuted by Ha Tinh Provincial Police and prohibited from leaving his place of residence. At that time, Linh stated he recognized his actions were wrong and demonstrated a lack of awareness regarding road traffic participation.
