Duc Giang Chemical Group Joint Stock Company (stock code DGC) announced this unusual information on the morning of 23/7.

According to DGC, the Investigation Police Agency of the Ministry of Public Security has prosecuted and issued a ban from residence for Luu Bach Dat, a board member and general director, and Phung Trong Tu, a deputy general director, to investigate the crime of environmental pollution.

Nguyen Quoc Trung, a board member, was prosecuted on charges of violating regulations on resource research, exploration, and exploitation.

Previously, in March, the Police Department for Corruption, Economic, and Smuggling Crimes Investigation (C03) under the Ministry of Public Security prosecuted and temporarily detained Dao Huu Huyen, chairman of the board of directors of Duc Giang Chemical Group and concurrently chairman of the members' council of Duc Giang - Lao Cai Chemical One Member Limited Company. He faces three charges: violating accounting regulations causing serious consequences, violating regulations on resource exploitation, and environmental pollution.

Huyen's son, Dao Huu Duy Anh, vice chairman of the board of directors and former general director of Duc Giang Chemical, was arrested for violating accounting regulations causing serious consequences.

In the same case, Pham Van Hung, director of Duc Giang - Lao Cai Chemical One Member Limited Company, was arrested on charges of violating accounting regulations causing serious consequences and environmental pollution. The remaining 11 people were prosecuted for violating regulations on resource exploitation.

Procedural decisions for all 14 defendants were executed by C03 on 25/12/2025 and 14/3/2026.

C03 initially determined that Duc Giang Chemical Group committed violations by illegally dumping millions of tons of waste across tens of hectares at Tang Loong Industrial Park, Tang Loong commune, Lao Cai province. This caused environmental pollution, seriously affecting the lives of local residents.

The group also illegally exploited hundreds of thousands of tons of Apatit ore, valued at hundreds of billions of dong. Furthermore, Duc Giang omitted revenue from its accounting books, concealing income and causing tens of billions of dong in tax losses to state assets. These violations at Duc Giang Chemical Group occurred over a long period, causing public outrage.

Duc Giang Chemical Group was established in 1963 and was formerly under the General Department of Chemicals. The company was privatized in 2003. It primarily operates in the production of chemical products such as phosphoric acid, yellow phosphorus, fertilizers, detergents, and NaOH caustic soda. It is one of the leading enterprises in phosphorus and basic chemical production.

In the first 9 months of 2025, Duc Giang Chemical Group reported good business results, holding 13,100 billion dong in cash and deposits, equivalent to nearly 500 million USD, making up 67% of its total capital. Huyen's family holds nearly 154.7 million DGC shares, representing 40.74%.

DGC shares are currently under trading restrictions. Today, DGC's stock continued its decline, hitting the floor price and trading at 37,700 dong.
