Phu Tho Provincial Police announced today that the Investigative Police Agency has initiated legal proceedings and imposed a ban on leaving residence against Tran Thi Minh Luyen, the treasurer, and Pham Thi Tam, a medical officer and member of the kitchen management board at Yen Lap Ethnic Boarding Secondary and High School. They are being investigated for "abuse of position and power while performing official duties."

These developments mark an expansion of the investigation into the embezzlement of allowances for boarding students. Previously, Tran Thu Dong, the principal, and Hoang Thi Xuan Hoa, the school's accountant, were charged with the same crime.

The expanded investigation determined that under the direction of Principal Dong and Accountant Hoa, defendants Luyen and Tam contacted business households to purchase food. Daily, the two individuals inflated the food prices above their actual costs.

Using this method, from 3/2024 to 5/2025, the defendants retained a total of 482 million dong from student meal funds, which they used for internal spending.

Police confirmed that Yen Lap Ethnic Boarding Secondary and High School receives 1,8 million dong per student monthly from the state. This support is intended for ethnic minority students to cover their living and studying expenses.

Phu Tho police assessed that the actions of these defendants not only embezzled state funds but also directly violated the legitimate rights of vulnerable individuals.
