The investment policy was approved by the Provincial Party Standing Committee after extensive research, surveys, and consultations with former central and local leaders.
The project aims to commemorate historical traditions, outlining the formation and development of Ca Mau province, and to honor ancestors, heroic martyrs, and those who contributed to its establishment.

The project is located in the Oc Dao area, Hamlet 24, An Xuyen ward, covering approximately 2,7 hectares. Its components include: a memorial temple; a corridor of inscribed plaques honoring about 40,000 individuals; a heritage house; a reception center; sculptures of historical figures; internal roads, green spaces, and technical infrastructure.
The planned list of honorees includes: former leaders who operated in Ca Mau; martyrs who sacrificed their lives within the province; martyrs from Ca Mau who died outside the province or internationally; people's armed forces heroes; heroic Vietnamese mothers; former members of the Provincial Party Committee from 1975 or earlier; and other pioneering settlers.
The entire complex will feature a connecting bridge, embankments, perimeter roads, community activity grounds, parking areas, and green spaces, all funded by the state budget. It will be integrated into the overall 8,9-hectare master plan for the Oc Dao area, harmonizing with Truc Lam Ca Mau Zen Monastery.
Ca Mau is a young province, settled over 300 years ago, bordered by the sea on three sides, located 180 km from Can Tho and over 350 km from Ho Chi Minh City (TP HCM). The province has undergone several administrative and geographical changes. The most recent change, in mid-2025, involved its merger with Bac Lieu. After this consolidation, Ca Mau will span over 7,942 km2 with a population exceeding 2,6 million, comprising 9 wards and 55 communes.
