The government recently issued Decree 363/2025, outlining policies to attract and retain talented individuals for the Vietnam People's Army, effective from 31/12/2025.
According to the decree, eligible individuals include cadres, civil servants, and public employees; Vietnamese citizens both domestically and abroad who are chief engineers, chief architects, experts, managers, leading scientists, excellent graduates, young scientists, talented young engineers, and highly skilled professionals. The military may also sign labor contracts for important tasks with overseas Vietnamese or foreign nationals.
The government specifies that professors and associate professors leading advisory efforts, proposing policies and solutions, or conducting breakthrough scientific research in strategic, national, or international key sectors will receive an allowance of 500% of their current salary. This also applies to chief architects at ministerial level and project chief architects.
Doctors, level two specialist doctors, level two specialist pharmacists, experts, managers, and business administrators who lead advisory efforts, propose policies and solutions, or conduct breakthrough scientific research will receive an allowance of 450% of their current salary.
Master's degree holders, level one specialist doctors, and level one specialist pharmacists who lead advisory efforts, propose policies and solutions, or conduct breakthrough scientific research will receive an allowance of 400%.
In addition to these allowances, the Minister of National Defense will, based on annual performance evaluations (considering the quantity, quality, and progress of work products), decide to increase the allowance by an additional 50% to 100% for individuals with outstanding achievements.
Furthermore, excellent graduates will receive an additional allowance of 250% of their current salary for five years from the date of their recruitment decision by the Minister of National Defense.

Talented individuals within the military will also receive priority for public housing, with a minimum area of 60 square meters and a maximum furniture and equipment allowance of 150 million dong. The highest allowance is for townhouses up to 150 square meters or apartments under 145 square meters, with a maximum interior allowance of 200 million dong. If public housing is not available, recruited individuals will receive rent support and priority to participate in housing, land, and social housing projects.
Experts with research projects, inventions, useful solutions, or industrial designs applied to military tasks with high effectiveness will be rewarded at least six times their current salary. The Minister of National Defense will determine the specific reward commensurate with the contribution's effectiveness.
Additionally, talented individuals and experts in the military will benefit from policies concerning training and development; salary classification, rank promotion, and salary increase; and planning, assignment, appointment, and rotation.
The military will also implement policies for military families' welfare; respite care and healthcare; and honor and commendation. Each year, individuals and their biological parents, legal guardians; biological parents and legal guardians of their spouse; spouse, biological children, and legally adopted children under 18 years old will receive financial support for a seven-day retreat at a military respite care facility.
