Referees have been instructed to closely monitor instances where defenders impede attackers using their hands. The focus is on situations where defenders grapple with opponents rather than contesting the ball, giving the attacking side a disadvantage. Penalty decisions will still be subject to VAR review and can be overturned if a clear error is identified.

This change comes after feedback from several clubs, who felt referees were too lenient with such offenses last season. Arsenal, known for their set-piece goals thanks to Mikel Arteta's assistant Nicolas Jover, may be the most affected by this rule change due to their frequent use of these tactics.
In addition to stricter enforcement of holding, referees will also clamp down on dissent. The "captains only" rule will continue, where referees will explain decisions solely to the captain. The captain is then responsible for ensuring teammates do not crowd the referee. If the captain is the goalkeeper, another outfield player will be designated for this role.
Another change is the implementation of an 8-second rule for goalkeepers to prevent time-wasting. The countdown begins only when opposing players are clear and the goalkeeper is ready to distribute the ball. Also, referee cameras, worn by the officials, are being trialed for the first 6 to 8 rounds of matches.
Beyond technical rules, the Premier League confirmed teams will take a knee during matches in October as part of the "No Room for Racism" campaign. This gesture will occur before two matchdays that month, at the captains' discretion.
The kneeling gesture has been observed since 2020 following the George Floyd incident in the US and the rise of the Black Lives Matter movement. Last season, teams only knelt before the first and final matches, as well as during designated anti-racism matchdays in October and April.
The 2025-2026 Premier League season kicks off with defending champions Liverpool hosting Bournemouth at Anfield at 2 a.m. on Saturday, 16/8.
