Prime "golden land" plots, long vacant in central Ho Chi Minh City, have been transformed into temporary parks and Tet flower streets, drawing many residents for visits and recreation.
Nguyen Ngoc Anh, former chief executive officer of VICEM, testified that he occasionally received 100-200 million dong from contractors but was unconcerned, deeming it "not large" and only slightly more than a month's salary.
The city will inventory all vacant or underutilized public land, including delayed projects, to transform them into temporary parks, flower gardens, and public spaces.
Former District 1 and 3 land plots will have their fences removed to create temporary flower gardens and parks for the upcoming Tet Binh Ngo holiday in 2026.
