Decree 238/2026, effective from 15/8, revises the wording of penalty regulations, confirming that individuals aged 16 and above are still permitted to operate mopeds as stipulated.

Starting 15/8, drivers using technology to glare cameras, such as reflective film or dazzling lights, will be fined 4-6 million dong and have 6 points deducted from their driver's license.
