Two-component electricity pricing is expected to be piloted with large-consumption manufacturing customers starting in October, before official implementation next year.
If retail electricity prices increase by about 3% from October, EVN's revenue is projected to increase by around 4.8 trillion VND, according to a representative from the Ministry of Industry and Trade.
Experts suggest EVN should develop and publicly consult on various electricity price increase scenarios to determine a reasonable "tolerance threshold" for consumers and businesses.
EVN stated that the nearly $1.9 billion loss stemmed primarily from retail prices being lower than production costs, along with customer support expenses during the Covid-19 pandemic.
The Ministry of Industry and Trade has proposed a pilot program for two-part electricity pricing for manufacturing customers starting early next year, with a view to formal testing and broader implementation from August 2027.
The ministry of industry and trade said electricity prices could remain stable or increase by only 2-5% this year if EVN's nearly 45 trillion VND loss is factored into the pricing structure.
