The Ninh Binh Provincial People's Committee approved this project to gradually transform Xuan Thuy National Park into a key ecological tourism destination in the Northern Delta region. The initiative emphasizes sustainable development, aligning with the park's status as an international Ramsar site, recognized for wetlands of international importance, especially as waterfowl habitat.
According to local authorities, tourism activities will be carefully harmonized. This approach balances the conservation of mangrove ecosystems, mudflats, and biodiversity with providing cultural experiences and supporting the livelihoods of coastal communities.

Xuan Thuy National Park is poised to become a leading destination in Vietnam and the Asia-Pacific region for migratory bird watching. Through activities such as forest environment leasing, cooperative ventures, and ecological tourism service development, the area is expected to generate additional non-budgetary revenue for forest management and conservation, while also creating livelihood opportunities for buffer zone residents.
The park anticipates welcoming approximately 28,000 visitors annually from 2027. This number is projected to increase to around 80,000 by 2030, once all attractions and tourism routes are fully developed.

The project will be implemented across an area of over 7,110 ha within the management scope of Xuan Thuy National Park. Three distinct ecological tourism points will be established:
: an administrative service center at the national park headquarters, spanning approximately 10 ha; the Con Ngan ecological experience point; and a botanical garden experience point, covering about 16 ha.
Additionally, four characteristic tourism routes will be developed:
: a river mouth cruise route, a migratory bird watching route, an ecological field trip route, and a trekking and rural exploration route linked to local culture.
The total investment for the project is over 464 billion VND. During giai doan 1 (2026-2027), approximately 315 billion VND is expected to be allocated, combining state budget capital and socialized funds. Giai doan 2 (2028-2030) will see continued investment of over 149 billion VND to complete infrastructure and develop tourism services.

Xuan Thuy National Park spans approximately 15,100 ha, located across Giao Minh, Giao Hoa, and Giao Phuc communes. The area records over 1,500 animal species, over 330 plant species, and over 220 bird species, including many rare migratory birds.
In 2025, Xuan Thuy National Park was recognized as an ASEAN Heritage Park. This status opens significant opportunities for the locality to promote ecological tourism linked to biodiversity conservation and sustainable coastal economic development.
