In an interview commemorating the 80th anniversary of the diplomatic service, Deputy Minister Le Thi Thu Hang emphasized that consular work and the protection of citizens' rights and interests are crucial missions.
"Our initial mission was to promote patriotism and encourage overseas Vietnamese to support the homeland. The first consular offices were established in India, Myanmar, and Indonesia, laying the foundation for future diplomatic missions and pioneering consular work and citizen protection," Hang said.
As Vietnam continues its international integration, the complex global landscape, marked by armed conflicts, terrorism, crime, natural disasters, and extreme weather, presents new challenges for consular work and citizen protection.
Beyond routine procedures and document issuance, the Ministry of Foreign Affairs has collaborated with relevant agencies on large-scale citizen evacuations from conflict zones, political instability, natural disasters, and disease outbreaks.
Successful evacuations were carried out from Iraq in 1991, Libya in 2011 and 2014, Ukraine in 2022, Myanmar in 2023, and most recently, during the Israel-Iran conflict.
"Consular officers have also bravely rescued hostages from pirates and provided aid in earthquake and tsunami-stricken areas," she said.

Hang believes that in this new era, consular work and citizen protection require innovative thinking, proactive policy development, and legal frameworks to facilitate citizen and business engagement in international exchange, investment, and integration.
Modernization of consular work and citizen protection necessitates digital transformation, advanced technology application, and improved working methods.
This involves investing in a comprehensive migration database, digitizing administrative procedures, and developing stable consular software. The ultimate goal is a smart, digital consular ecosystem powered by artificial intelligence and big data analysis for policy development and citizen protection.
A more proactive role in international consular and migration cooperation is essential. This includes expanding and innovating consular cooperation mechanisms with other countries, exchanging international best practices, and participating in relevant international agreements.
Hang also stressed the importance of comprehensive training for consular officers, both domestically and internationally. Building a team of qualified and reputable leaders, managers, and experts to meet the demands of this new era is "crucial".
