The flight carrying General Secretary To Lam landed at Pyongyang international airport at 6:30 h (4:30 h Hanoi time), according to TTXVN. Welcoming the General Secretary at the airport were Alternate Member of the Politburo, State Councilor, and Head of the International Department of the Workers' Party of Korea Central Committee Kim Song-nam, and North Korean Deputy Foreign Minister Im Chon-in.
Representing Vietnam were Ambassador Extraordinary and Plenipotentiary to North Korea Le Ba Vinh, along with staff members of the Vietnamese Embassy.

North Korea was among the first nations to establish diplomatic relations with Vietnam, following only China and the Soviet Union. North Korea trained hundreds of Vietnamese students in the 1960s and 1970s. Vietnam has sent many art troupes to North Korea to participate in the April Spring Art Festival held in Pyongyang.
General Secretary To Lam's visit coincides with the 75th anniversary of diplomatic relations between the two countries and the Vietnam - North Korea Friendship Year 2025. Deputy Foreign Minister Nguyen Minh Vu stated the visit affirms Vietnam's consistent foreign policy of valuing relations with traditional friendly countries. Both nations will outline directions to strengthen bilateral cooperation in the new period.
