President Luong Cuong and President Abdel Fattah Al Sisi held narrow and official talks on 5/8. The two leaders issued a joint statement upgrading bilateral relations to a comprehensive partnership, according to the Ministry of Foreign Affairs.
This upgrade reflects the significance of the relationship between the two countries in the new era, establishing higher political trust and expanding the scale and level of cooperation in a more comprehensive, substantive, and profound way across all fields. This move also promotes and strengthens new cooperation mechanisms based on respect for international law, independence, sovereignty, territorial integrity, and the political systems of each country.

The two sides will increase delegation exchanges and bilateral contacts, strengthening cooperation in defense, security, law, and justice in line with the needs and capabilities of each country. They will also share experiences on UN peacekeeping and mediation in regional and global conflicts.
Vietnam and Egypt will continue to closely coordinate and support each other in multilateral forums, including the UN, the Association of Southeast Asian Nations (ASEAN), the Arab League (AL), the African Union (AU), and the Non-Aligned Movement (NAM).
The leaders of the two countries identified trade, investment, and agricultural cooperation as important pillars and agreed to establish a working group to study the feasibility of negotiating a free trade agreement. Both sides committed to creating the most favorable conditions for promoting the exchange of goods, including opening markets for some of each other's exports.
Vietnam and Egypt will promote investment cooperation and create favorable conditions for businesses from both countries to connect, explore investment opportunities in priority areas in each country, and expand the list of goods and priority sectors. The two countries agreed to establish a Vietnam-Egypt Business Council.

Vietnam and Egypt will promote cooperation in science, technology, digital transformation, and innovation, creating favorable conditions for businesses from both sides to connect, exchange, and cooperate in these areas.
Vietnam-Egypt Joint Statement
President Luong Cuong requested Egypt to pay attention to and create favorable conditions for the Vietnamese community to live, study, and work stably in Egypt, contributing to Egypt's development and strengthening the relationship between the two countries.
After the talks, President Luong Cuong and President Sisi witnessed the signing of several cooperation documents in the fields of economics and local development.
Within the framework of President Luong Cuong's state visit, the two countries' Ministries of Defense also signed a Letter of Intent on defense cooperation and a Memorandum of Understanding between the Vietnam Department of Peacekeeping Operations and the Egyptian Agency for Contact with International Organizations. Leaders of ministries, sectors, and businesses from both sides also held working sessions and reached many other agreements in finance, agricultural trade, and oil and gas exploration.
