President Luong Cuong and Chinese President Xi Jinping discussed ways to deepen their Comprehensive Strategic Cooperative Partnership and build a strategic Vietnam-China Community of Shared Future during a meeting on the morning of 4/9.
President Luong Cuong affirmed that the Communist Party and State of Vietnam always consider consolidating and developing Vietnam-China relations a strategic choice and top priority in its overall foreign policy.

President Luong Cuong proposed that the two sides continue to increase contact at all levels; enhance theoretical research exchanges; and promote cooperation, focusing on science and technology, innovation, and high-quality human resource training.
Vietnam and China should accelerate strategic transport connectivity, prioritizing railway cooperation, improving high-quality investment, and promoting balanced and sustainable economic, trade, education, and tourism cooperation.
The president also expressed his desire to strengthen friendship promotion and organize people-to-people exchanges so that citizens of both countries, especially the younger generation, better understand the tradition of Vietnam-China friendship.
Regarding maritime issues, the president emphasized the need for both sides to better manage and address disagreements, understand each other's perspectives, respect each other's legitimate interests, and comply with international law and the 1982 United Nations Convention on the Law of the Sea.
President Xi Jinping praised President Luong Cuong's proposals and agreed to promote exchanges at all levels, strengthen the sharing of experiences in party building and governance, and effectively implement the bilateral cooperation steering committee meeting and the 3+3 strategic dialogue mechanism.
Mr. Xi also proposed that the two sides hold the first meeting of the joint railway cooperation committee soon; strengthen cooperation in emerging fields; continue implementing activities for the Year of Humanities Exchange, commemorating the 75th anniversary of diplomatic relations; and effectively implement livelihood aid projects that bring practical benefits to the people of both countries.
The two leaders also exchanged views on international and regional issues of mutual concern, agreeing to maintain coordination and cooperation in multilateral forums to promote peace, cooperation, and development in the region and the world.
President Luong Cuong was on a working visit to China from 2/9 to 4/9 at the invitation of President Xi Jinping. He and other world leaders attended the 80th anniversary of the victory over fascism at Tiananmen Square in Beijing on 3/9.
China was the first country to establish diplomatic relations with Vietnam on 18/1/1950. The two countries established a Comprehensive Strategic Partnership in 2008.
In 2023, the two countries issued a joint statement on upgrading their Comprehensive Strategic Cooperative Partnership to promote the building of a Community of Shared Future with strategic significance. In terms of trade, in 2024, Vietnam maintained its position as China's largest trading partner in ASEAN and its 4th largest overall.
