Japanese police received a call reporting a "man drowning" at Nabuto beach in Mitoyo city, Kagawa prefecture, around 11:30 a.m. local time (9:30 a.m. Hanoi time). The victim was taken to the hospital, where doctors pronounced him dead from drowning.
Japanese media identified the victim as 23-year-old Tran Duc Hai, a Vietnamese office worker in Takamatsu city, more than 40 km northeast of Mitoyo.

Local police reported that Hai went to Nabuto beach with two male colleagues.
He was fishing alone in shallow water when the incident occurred. His colleagues searched for him after he went missing and found him face down in the water about 10 m from the shore.
Japanese authorities issued tsunami warnings for several coastal areas after an 8.8 magnitude earthquake struck off the Kamchatka Peninsula in Russia's Far East.
Kagawa prefecture was not under a tsunami warning. However, the local meteorological agency noted slight sea level fluctuations in the area and cautioned residents that "the sea is not normal."
