Bac Ninh has a critical window of only five years to solidify its position as a significant global supply center, according to Pham Van Thinh, Vice Chairman of Bac Ninh City People's Committee. Speaking at the "Go Global Bac Ninh 2026" forum on 10/10, Thinh emphasized that the city is not only competing with domestic localities but also with regional and international manufacturing hubs such as Thailand and Malaysia.
Thinh frankly stated that both Bac Ninh and Vietnam have limited time to develop into a major global supply hub. "This opportunity may only last for about 5 years," he said, predicting that by the 2031-2032 period, the number of large-scale factories relocating to this market will significantly decrease. To capitalize on this, the city has identified the next five years as a crucial period, believing that concentrating 10 years' worth of resources into these five years will be more effective than spreading them out over a decade.

Local authorities are committed to administrative procedure reform, striving to "seize every day, every hour, even every minute" to address challenges for businesses. Decision-making speed must keep pace with the semiconductor industry's development. For high-tech enterprises, the government will implement special support mechanisms, with direct guidance from local leaders.
Regarding energy, the Bac Ninh Vice Chairman pledged to ensure a sufficient power supply for production while also moving towards providing green electricity. The locality aims to develop an additional 1,000 MW of rooftop solar power between now and next year, meeting the increasing electricity demand from businesses.
To enhance the city's standing in the global semiconductor value chain, Gernot Fattinger, Vice President of Technology at Skyworks Group (which acquired Qorvo earlier this month), recommended that Bac Ninh focus on three factors: investing in research and development (R&D), developing human resources, and promoting innovation.
Concurrently, Nguyen Thi Bich Yen, Chairwoman of VSAP Lab, proposed that Bac Ninh develop a demand map for foreign direct investment (FDI) enterprises and assess the capacity of domestic suppliers. She also suggested that the locality implement a supplier development program, strengthen measurement and inspection, and support businesses in meeting the evaluation processes of international customers. For the 2027-2031 period, Yen proposed that Bac Ninh aim to assess the capacity of 30 enterprises, implement 10 pilot projects, and work towards 5 enterprises receiving customer approval and repeat orders.
According to VSAP Lab, the global semiconductor market is experiencing strong growth, with revenue reaching 795.6 billion USD in 2025, a 26.2% increase compared to the previous year. The development of artificial intelligence (AI), autonomous vehicles, and new technologies is expanding demand for this industry.
