Citizens begin receiving national day gifts

The Ministry of Finance announced that citizens will start receiving their 100,000 VND gifts today, with the latest disbursement date being 15/9.

The Politburo has approved a plan to gift all Vietnamese citizens 100,000 VND in cash to commemorate the 80th anniversary of the August Revolution and National Day on 2/9. On 30/8, the Ministry of Finance stated that distribution would commence today and be completed before 2/9. In cases of unforeseen circumstances, citizens may receive their gifts after this date, but no later than 15/9.

Citizens can receive the funds through their social security accounts integrated with VNeID, or directly at designated disbursement points organized by local authorities.

Disbursement will be based on registered households. The total amount for each household will be calculated based on the number of registered individuals according to national data. The head of the household, or an authorized member, will receive the funds on behalf of the household and distribute them to other members. For citizens without a registered permanent residence, gifts will be given directly to the individual or an authorized representative.

As of today, 28 banks have linked with the VNeID app to facilitate social welfare payments. These include: Agribank, VietinBank, BIDV, Vietcombank, LPBank, HDBank, MB, Sacombank, PVcomBank, TPBank, ShinhanBank, NCB, NamABank, Kienlongbank, BVBank, ACB, Vikki Bank, Co-opBank, Techcombank, and VPBank.

Linked e-wallets include: Mobifone Money and Viettel Money.

For those receiving cash directly, the communal People's Committee (UBND) will determine suitable disbursement locations based on local conditions, prioritizing convenient access for citizens. Citizens can receive their gifts at their registered permanent residence, temporary residence, or current place of residence. Upon collection, citizens must present their national identification card or other valid legal documents. If collecting on behalf of another person, a valid authorization letter is required, or a birth certificate if collecting on behalf of a minor.

According to Resolution 263 dated 29/8, this monetary gift applies to Vietnamese citizens and people of Vietnamese origin who have not yet confirmed their nationality but have been issued identification cards and reside in Vietnam, and possess a personal identification number in the National Population Database as of 30/8.

This social welfare payment is disbursed by the State Treasury through commercial banks. The State Treasury will remain operational during the holiday period to process transactions with commercial banks, ensuring timely gift distribution.

The government has allocated an additional 10,700 billion VND from the 2025 central budget to implement this policy. Unused funds by localities must be returned to the central government. If there is a shortfall, local budgets or other legal sources can be used as advances, and the Ministry of Finance must be notified for supplementary funding.

Ho Chi Minh City and Hanoi are projected to receive the largest allocations, with over 989 billion VND and 848 billion VND, respectively. Hai Phong, Thanh Hoa, Nghe An, Dong Thap, Can Tho, and An Giang will each receive over 400 billion VND.
