At a national online meeting on September 11 regarding the adjusted Power Development Plan VIII, Deputy Prime Minister Bui Thanh Son addressed the slow progress of power source and grid projects. He demanded that projects with assigned investors create detailed plans and timelines and submit them to provincial people's committees for reporting. The Ministry of Industry and Trade (MoIT) will be responsible for monitoring and ensuring adherence to these plans.
The MoIT and provincial people's committees were instructed to urge investors to expedite projects, aiming to commission plants 3 to 6 months ahead of schedule. The deputy prime minister also emphasized the need for strict measures against investors responsible for project delays or non-implementation that threaten national energy security.
He also tasked local authorities with cooperating with investors to effectively manage site clearance, compensation, resettlement, and support, facilitating smooth construction for investors and contractors.
For projects without assigned investors, the MoIT must direct localities to promptly select investors, with completion targeted for Quarter IV.
"The MoIT and local authorities are fully accountable to the government and the prime minister for any delays in investor selection that impact national energy security," the deputy prime minister stated.

Last month, the Politburo issued Resolution 70, outlining Vietnam's 2030 energy goals: a total energy supply of 150-170 million tons of oil equivalent, a total power source capacity of 183-236 GW, and electricity output of 560-624 billion kWh. Renewable energy should account for 25-30% of the total energy supply, with final energy consumption at 120-130 million tons of oil equivalent.
Looking ahead to 2045, the Politburo emphasized ensuring national energy security and developing a competitive, transparent, and efficient energy market.
This requires balanced development of various energy sources to meet the primary goal of sufficient electricity for socio-economic development, while gradually fulfilling international commitments to reduce emissions. Priority will be given to large-capacity, high-efficiency, and environmentally friendly power source projects.
At the meeting, Deputy Prime Minister Bui Thanh Son assigned the MoIT, along with other ministries, agencies, and localities, to quickly develop a Government Action Program to implement Resolution 70. This report, focusing on "clear tasks, timelines, and deliverables," is due to the government by 20/9.
The government leadership urged relevant agencies to review and resolve obstacles in implementing the adjusted Power Development Plan VIII, ensuring no administrative bottlenecks, with completion expected in October. Agencies must also research and propose amendments to the Planning Law, Investment Law, Land Law, and Bidding Law to remove barriers and attract investment.
The Ministry of Finance was tasked with reviewing difficulties related to planning procedures, investor selection, and bidding. The Ministry of Agriculture and Environment was directed to finalize the selection of a survey unit for offshore wind power projects within the next month. The MoIT must evaluate the mechanism for developing imported LNG power according to Decree 100.
The deputy prime minister also asked localities to integrate power planning into provincial planning, expedite site clearance, compensation, and resettlement; and proactively address issues and encourage the development of on-site wind and solar power.
