The Hanoi People's Committee issued this regulation on 19/10, to be effective for the 2026-2027 academic year.
Accordingly, supplemental tuition fees for activities outside the regular curriculum will apply uniformly across all education levels (grades 1-12), with a maximum of 15,000 VND per period per student. The duration of one teaching period is equivalent to that of the regular curriculum.
Last academic year, Hanoi did not regulate this fee. A draft proposal from late September projected supplemental tuition fees of 45,000 VND and 55,000 VND per period for primary and secondary levels, respectively. This new regulation means supplemental tuition fees at high-quality schools will be comparable to those at regular public schools.
Other charges also remain unchanged from the draft. For example: the maximum day boarding fee is 25,000-30,000 VND per day for breakfast, and 40,000-50,000 VND for lunch, depending on the education level; the day boarding care service fee is 235,000 VND per month; after-hours care is 12,000 VND per hour; and shuttle service is 10,000 VND per km.
Based on these maximum limits, schools will determine specific fees, which must be agreed upon in writing with parents on a voluntary, public, and transparent basis.
List of 35 high-quality public schools, with tuition fees
In addition to the Ministry of Education and Training's regular curriculum, schools currently organize extracurricular subjects and activities under various names, such as "school programs" or "supplemental programs". Circular 85 from the Ministry, effective from 15/11, refers to these activities as "educational activities based on student needs".
Hanoi currently has 35 high-quality public schools, with tuition fees ranging from 1.53 to 5 million VND per student per month.
