HCMC Department of Culture and Sports urges celebrities to behave civilly

The Ho Chi Minh City Department of Culture and Sports has urged artists and the public to maintain civil conduct, following singer Le Quyen's incident of "using offensive language and scolding the audience".

On the afternoon of 15/1, the management agency reported receiving multiple complaints regarding singer Le Quyen "using vulgar language on social media". While investigating the matter, a representative from the Department emphasized that individuals working in the arts "must always cultivate ethics and demonstrate civil, courteous behavior".

Pham Dac My Tran, Head of the Social Communication and Digital Content Department, stated: "Above all, the audience is the driving force for artists to excel in their profession." This statement was made during a regular meeting at the Ho Chi Minh City Press Center.

Authorities introduced a code of conduct for individuals in the arts in 2021. It stipulates that celebrities should respect and incorporate public feedback to improve themselves and enhance the quality of their artistic work.

Artists must behave sincerely, cultivate a positive public image, and avoid exploiting audience trust and affection for personal gain. Additionally, the cyber security law clearly outlines penalties for actions that insult the honor, reputation, and dignity of others.

On 10/1, singer Le Quyen posted a travel video. Under the post, one account commented: "Her flop era lowkey serving". The singer responded with harsh words. Many considered Le Quyen's reaction "excessive, lacking self-control". The exchange between Le Quyen and the account sparked a debate about artist conduct in public.

Le Quyen later explained her strong reaction stemmed from persistent fabrication of information by the aforementioned account and other anonymous accounts. This significantly impacted her work and personal life. The singer stated that constantly facing negative comments made her feel the need to defend herself.

Le Quyen hopes that acts of online aggression and harassment will be sanctioned and penalized. "I apologize to my fans because the incident involving me has somewhat affected them and caused them concern", she stated.
