Lang Son Provincial Police have issued an administrative violation record against Hoang Van Lam, 27, residing in Dong Kinh ward, for operating a conditional business without the required security and order certification. The action, which occurred on 13/3, falls under Decree 282/2025 and carries a fine of 10-20 million VND.
Lam's scheme capitalized on the annual Ky Cung - Ta Phu festival, which draws a large number of tourists, often exceeding the local accommodation capacity. According to the police, on 17/11/2025, Lam and several associates booked all 38 rooms at a hotel in Tam Thanh ward for the evening of 14/3 (the 26th day of the first lunar month), paying a total of 84 million VND.
To secure customers, Lam's group advertised these rooms on social media. Their intent was to rent them to tourists at four to five times the listed price, aiming for unusually high profits.
Authorities emphasized that Lam is neither an owner nor an employee of a licensed lodging establishment and lacks the necessary security and order certification. His actions are deemed detrimental to the local business investment and tourism environment.
This investigation is part of a broader initiative to ensure security and order during early 2026 festivals, implemented under the direct guidance of Senior Lieutenant Colonel Vu Thanh Tung, Director of the Provincial Police.
Authorities pledged to strictly punish individuals who exploit the festival season for illegal activities, as such acts cause public outrage and damage the local tourism image. Residents are urged to be vigilant against schemes involving room hoarding and inflated rental prices, which harm both businesses and consumers. Any suspicious activity related to room hoarding for illicit gain should be reported immediately to the police.
