On 13/3, the Hai Phong City Police Investigation Agency initiated legal proceedings against Ban Van Huan for disturbing public order.

According to police, on the morning of 8/3, Huan and his 24-year-old girlfriend visited a friend in Ha Nam commune. In the afternoon, while returning, a dispute erupted between them near Giai ferry, located in An Thanh commune.

Huan allegedly used his hands and feet to strike and kick his girlfriend's face, causing her to bleed. When she sat on the road, refusing to stand up and continue moving as he demanded, Huan grabbed her shirt and dragged her.

Bystanders filmed Huan's actions, and the footage was subsequently shared on social media.
