The Investigation Security Agency of the Ministry of Public Security has resumed investigation into three cases of 'activities aimed at overthrowing the people's administration', involving defendants Nguyen Xuan Kim, Thai Van Tu, and Le Sy Sang. These cases, which occurred 14 years ago in Nghe An and other localities, fall under Clause 1, Article 79 of the 1999 Penal Code, now Article 109 of the Penal Code. Decisions to reopen the investigation for these three defendants were signed on 31/7, 3/8, and 5/8.

The Investigation Security Agency of the Ministry of Public Security urges defendants Tu, Sang, and Kim to surrender. This will facilitate investigation, prosecution, and trial, allowing them to benefit from a leniency policy. The agency also states that any person who locates these defendants has the right to apprehend them and immediately bring them to the nearest police agency, procuracy, or People's Committee.

Defendant Thai Van Tu, born in 1979 in Nghe An, worked as a freelance laborer. He was prosecuted and issued a wanted notice in 2012. Before absconding, Tu registered his permanent residence and abode at Quang Long hamlet, Quang Thanh commune, Yen Thanh district, Nghe An province (now Quang Long hamlet, Quang Dong commune).

Defendant Le Sy Sang, born in 1980 in Nghe An, also worked as a freelance laborer. He was prosecuted and issued a wanted notice in 2012. Before absconding, Sang registered his permanent residence and abode at Hamlet 4, Quynh Vinh commune, Quynh Luu district, Nghe An province (now Block 12, Hoang Mai ward).

Defendant Nguyen Xuan Kim, born in 1980 in Nghe An, worked as a freelance laborer. He was prosecuted and issued a wanted notice in 2012. Before absconding, Kim registered his permanent residence and abode at Hamlet 7, Nghi Phu commune, Vinh city, Nghe An province (now Dong Yen block, Vinh Phu ward).
