Nguyen Van Son, 59, residing in block 15, was temporarily detained by Truong Vinh ward police on 16/1. He is under investigation for intentional damage to property after admitting to vandalizing his neighbor's pickup truck. Son stated the act stemmed from an ongoing dispute with his neighbor over daily life.
According to the investigation, at approximately 5:40 a.m. on 12/1, Son approached the neighbor's pickup truck parked on the sidewalk of Phan Dang Luu street, Truong Vinh ward (formerly Vinh City). He was disguised, wearing a baseball cap, masked, in a raincoat, and holding an umbrella. Son then used a metal pry bar to repeatedly smash the front windshield, headlights, and hood.

During the incident, some vehicles passed by on the street. After more than half a minute, Son left the scene. The vandalism resulted in a shattered front windshield, broken headlights, and severe damage to many exterior parts of the vehicle.

The car owner stated he rented the house on Phan Dang Luu street to operate a veterinary medicine store. The night before the incident, he had asked his next-door neighbor to reduce loud karaoke noise, which was disturbing their common living. The owner believes this noise dispute likely led to his car being vandalized.
On the afternoon of 14/1, some of Son's relatives visited the car owner, expressing their desire to apologize and compensate for all damages. However, the owner emphasized, "I acknowledge their goodwill, but a private apology cannot replace legal responsibility. The incident occurred publicly and severely impacted the security and order of the residential area." He added that he could not accept the apology yet and hoped the authorities would handle the perpetrator and the act correctly.
After the vandalism, the vehicle owner took the car to a dealership for inspection and damage assessment. Preliminary results showed many parts were affected, with estimated repair costs exceeding 50 million VND.
