On the afternoon of 3/4, at the Ministry of Public Security's Q1 press conference, Colonel Tran Hong Phu, Deputy Director of C06, stated that Decree 58/2026, effective since 15/3, allows organizations and businesses under the Ministry of Public Security, in addition to the Ministry of National Defense, to research, produce, export, import, and supply explosive fireworks.

Phu noted that explosive fireworks currently reach a maximum height of 25 meters and a sound level of 120 decibels. Following the authorization to produce fireworks, C06 reported this to the Ministry's leadership, who approved research into modifications to meet actual demand. However, any increase in height or sound must consider international experience and Vietnamese regulations on security and safety.
"The goal is to ensure fireworks offer diverse types and colors while maintaining safety," said Colonel Phu. "This will provide people with more choices, aligning with traditional customs and practices."

Decree 58 amended and supplemented the provision allowing "organizations and businesses under the Ministry of Public Security to research, produce, export, import, and supply explosive fireworks."
Previously, explaining the proposed change, the Ministry of Public Security stated that fireworks fall under the category of conditional business sectors for security and order. The previous restriction, which allowed only organizations and businesses assigned by the Minister of National Defense to research, produce, and trade fireworks and firework powder, was "not consistent with the Investment Law."
The Ministry of National Defense had assigned only one unit, Z121 Factory, to produce fireworks. Consequently, the quantity of products supplied to the market could not meet the demand of organizations and the public. This led to instances of price increases due to product scarcity. The regulation allowing only organizations and businesses under the Ministry of National Defense, assigned by the Prime Minister, to research, produce, and import/export explosive fireworks was also impractical.
