Quan, 69, residing in Tan Hung ward, TP HCM, has been indicted and detained by the Security Investigation Agency of Lang Son Provincial Police. He is being investigated for illegally transporting radioactive substances, under Article 309 of the Criminal Code.

Lang Son Provincial Police discovered and seized 84 tons of Monazite ore belonging to Duong Lam Joint Stock Company. The consignment, identified as a radioactive substance, was undergoing procedures for export abroad.
Police assessed that the seized Monazite ore contains a high percentage of rare-earth oxide. This component can be used in the production of electronic devices, high-tech products, and nuclear technology applications.
Monazite is a reddish-brown or yellowish-brown mineral considered the most important natural ore source for extracting rare-earth elements, such as cerium, lanthanum, and neodymium. In Vietnam, Monazite is commonly found as placer deposits along the central coast.

This marks the first time Lang Son Provincial Police have handled a case involving the seizure of such a large quantity of radioactive raw materials. This incident reveals that despite strengthened state management in the exploitation, trade, and transportation of resources and minerals, especially rare ones, loopholes and deficiencies in management and exploitation persist.
During searches of Duong Lam Joint Stock Company's office in Lam Dong province and the company's Ilmenit-Zircon processing plant in Hoa Thang commune, Lam Dong province, authorities announced the seizure of many related items and documents.
