The Quang Ninh Provincial Police Investigation Agency prosecuted Cham Van Hong and Tran Van Bau, both 54 years old and residing in Mong Duong ward, for rape, under Clause 2, Article 144 of the Penal Code.

Earlier, the Investigation Police Agency Office of Quang Ninh Provincial Police received a complaint from a woman in Chau Son commune, Lang Son province, concerning her 30-year-old daughter. The daughter, who has a history of mental illness with limited cognitive ability and impaired behavioral control, had been sexually abused and assaulted.

The investigation revealed that between March and May 2025, while Cham Van Hong was introducing job opportunities to the woman from Chau Son commune, he became aware of her daughter's mental illness. Exploiting this condition, Hong repeatedly contacted and lured the victim to his house for meals and to stay overnight.

Furthermore, Hong also shared this information with Tran Van Bau, enabling Bau to continue luring and sexually assaulting the victim, which resulted in the victim's pregnancy.

The Quang Ninh Provincial Police Investigation Agency arrested and detained Tran Van Bau, and imposed a travel ban from his residence on Cham Van Hong.
