On 16/1, Nghe An Provincial Police's Investigation Security Agency announced they had initiated legal proceedings and temporarily detained Ho Thi Hai, 46, residing in Quynh Mai ward. She is charged with abusing democratic freedoms to infringe upon the interests of the State, and the legitimate rights and interests of organizations and individuals, under Article 331 of the Criminal Code.

Authorities allege that in recent times, exploiting issues related to compensation and site clearance for a national highway upgrade project passing through Quynh Mai ward (formerly part of Hoang Mai town), Hai frequently used Facebook to edit, post, and livestream numerous articles, images, and videos containing unverified, speculative, accusatory, and distorting content about the incident's nature.
Additionally, on social media, Hai also made insulting and slanderous remarks against certain officials, various levels of government, and police forces. This content attracted many views, shares, and negative comments.
According to local authorities, in reality, during the implementation of the national highway expansion project, competent agencies have received, verified, and resolved issues to ensure the rights of residents.
Authorities believe Hai's actions were intentional, aimed at attracting attention, creating suspicion and resentment among a segment of the population. These actions affected the credibility of local authorities and functional forces, potentially leading to public order flashpoints.
