On october 19, Prime Minister Le Minh Hung decided to establish a Steering Committee for reviewing and perfecting the job position system, linked to building the cadre team and managing staffing within the government's management scope.
Deputy Prime Minister Pham Thi Thanh Tra will chair the committee, with Minister of Home Affairs Nguyen Tien Hai serving as vice chair. The committee also includes 16 members, comprising deputy ministers from various ministries, the deputy chief of General Staff of the Vietnam People's Army, and the deputy governor of the State Bank.
The committee's primary role is to assist the Prime Minister in directing and expediting the completion of job position catalogs, job descriptions, competency requirements, and human resource norms. This framework will enable agencies to identify staffing needs, allocate personnel effectively according to functions and tasks, and integrate staffing management with appropriate salary policies.
The Ministry of Home Affairs will serve as the permanent agency, responsible for compiling reports and ensuring operational support for the committee. All members will work on a concurrent basis. The Steering Committee will automatically dissolve upon completing its assigned duties.

Perfecting the job position system is a fundamental step toward implementing salary reform. Resolution 27 of 2018 outlines a new salary system based on job positions, professional titles, and leadership roles, moving away from calculations tied to basic salary and coefficients. To achieve this, agencies must clearly define the responsibilities, competency requirements, and duties for each job position, providing a basis for personnel allocation and developing suitable compensation policies.
Deputy Prime Minister Pham Thi Thanh Tra also chairs the Central Steering Committee on salary policy, social insurance, and preferential treatment for meritorious individuals. On september 4, she issued a plan to develop a proposal for salary and social insurance policy reform, which is expected to be presented to the 5th Plenum of the 14th Central Committee.
According to the plan, the Ministry of Home Affairs will lead the evaluation of salary and social insurance policies implemented since 2018, focusing on basic salary levels, salary tables, allowances, and areas needing improvement. The Ministry of Finance will research the necessary resources for implementation. The proposal is expected to be finalized by october 2026, submitted to the Politburo and Secretariat by february 2027, and to the Central Executive Committee by march 2027.
Salary reform under Resolution 27 was initially scheduled for july 2021, then delayed to july 2024. However, the new salary tables and the rearrangement of allowance schemes have not yet been implemented. While further research is ongoing, the basic salary was adjusted to 2,34 million VND from july 2024 and 2,53 million VND per month from july 2026.
With the current basic salary, civil servants' salaries based on coefficients range from approximately 3,4-25,3 million VND per month, and public employees' salaries are approximately 3,8-20,2 million VND, excluding allowances. The exact date for applying the new salary tables remains undetermined.
