This summer, reigning champions Liverpool spent 603 million USD to acquire seven new players, including three high-profile signings: Alexander Isak (175.5 million USD from Newcastle), Florian Wirtz (170 million USD from Leverkusen), and Hugo Ekitike (106.5 million USD from Frankfurt).
This figure surpasses the spending of both Arsenal (361 million USD) and Man City (216 million USD).
In a press conference before Man City's Premier League match against Arsenal, Guardiola argued that only Man City is consistently attributed success to its financial power, while rivals are praised for their coaching prowess.
"If Mikel Arteta wins, many will change their tune, saying it's because he spends money, not because of the enormous work he does with the players. The same applies to Arne Slot's Liverpool," the Spanish manager said. "If they win the title, there will be claims that it's due to their spending. But the reality is that not only Man City, but every club does it."
The 54-year-old manager emphasized that significant investment in the transfer market is essential for competing in modern football. "I know Arsenal and Liverpool are treated differently. But if Arteta or anyone else wants to spend, it's their choice and perfectly normal," he expressed.
According to British media, the difference lies in Man City's repeated accusations of financial irregularities. The Etihad club is currently facing 115 charges of financial breaches, which could lead to relegation, potentially even multiple divisions.
In 2020, UEFA accused Man City of deception and breaching Financial Fair Play regulations, resulting in a two-year ban from the Champions League and a 32 million USD fine. However, after appealing to the Court of Arbitration for Sport (CAS), Man City was cleared by demonstrating that UEFA's charges were time-barred, as the alleged violations occurred between 2012 and 2016 but were brought forward in 2020.

Guardiola also reported a positive team spirit and strong form following two consecutive wins (3-0 against Man Utd in the Premier League and 2-0 against Napoli in the Champions League). He stated, "The most important thing is the feeling, the atmosphere within the team. The players' body language is noticeably improving, and I'm very pleased. Win or lose, what I focus on most is the spirit and how the team maintains its energy."
Guardiola also recalled last season's heavy 1-5 defeat at Arsenal, where Man City collapsed, conceding four goals in the second half. "It was a disaster," he admitted. "We forgot what to do and let Arsenal easily take control. I hope this year will be different. Arsenal is one of the toughest opponents in Europe right now. They have strengthened their squad over several transfer windows, possessing an extremely strong and stable lineup. I have great respect for Arteta; he has taken Arsenal to a new level."
