Prime minister Pham Minh Chinh embraced and thanked Mr. Mua A Thi, head of Hang Pu Xi village (Dien Bien), who saved more than 90 villagers from flash floods on 1/8, at a conference reviewing the national target program for ethnic minority and mountainous areas.
