Driving a motorbike under the influence of drugs and alcohol, Bui Van Dat failed to obey orders, hitting and knocking down a traffic police lieutenant colonel.
Nguyen Vo Hoai Nho, 20, who was driving without a license and using a fake license plate, hit a traffic police motorcycle when instructed to stop, then fled the scene.
