The Ministry of Home Affairs proposes increasing the minimum size of residential groups in Hanoi and Ho Chi Minh City to 700 households, to facilitate the reorganization of residential areas following the establishment of a two-tier local government structure.

Nationwide, villages and residential groups will be reorganized to reduce their number, aligning with practical scale and regional characteristics, according to the department of local government, ministry of home affairs.
